Probably the best native lawn subsitute, the Sanddune sedge is a creeping grass relative that reaches 1 foot tall, needs only a few waterings a summer, and can be kept neat with as little as one mowing a year. It is a carefree, relatively flat native that will withstand occasional foot traffic and uses considerably less resources than the typical California lawn.
